Practial actions website has some great articles on portable windpower technology and local projects to help people help themselves. Their belief is of using ingenuity to get the right solution to the problem, using a narrow definition rather than broad strokes like larger charities.

Expert eyes is a website about the Indian environment run by an Indian journalist who writes about such issues for large Indian newspapers. downtoearth.org is a website about Indian environmental issues.

Keralan government websites weren't very helpful, the information on them was beaurocratic and irrelevant.
